Ipswich Motorway Upgrade

Role: Risk Manager
This is an extremely complex project at a very early stage in design development. The risks and opportunities faced by the Alliance are exacerbated through dealing with in excess of 80,000 vpd travelling through the site. CGI’s role as Risk Manager is integral to the development and verification of the TOC, and demonstration of value for money.
Pacific Motorway Transit Project Section B: Springwood – Daisy Hill

Role: Commercial advisor
Seeking competition in the ECI process, this project has been procured through a competitive or double ECI where two proponents have produced detailed ECI bids. CGI’s role as industry expert provided commercial advice to the Selection Panel in evaluation of the double ECI proposals. CGI developed an evaluation model based on a comparison of value for money in a whole of life framework, for each proposal.
Jilalan Railyard Upgrade Project

CGI’s role as Risk Manager was integral to the development and verification of the TOC, and demonstration of value for money. In supporting the Alliance, CGI also filled roles providing first principles estimates and contract administration processes for procurement.
CGI has also played a vital role in providing a risk management approach to forecasting and earned value management for the ongoing management of project implementation.
Townsville Port Access Road

This project is a program of 3 packages, delivered as an ECI. CGI’s role is commercial advisor for the program for both RAP development and construction phases.
During Stage 1 RAP development, CGI’s role is as Independent Estimator reviewing estimate and construction program.
During Stage 2 construction, CGI provides advice on progress audit and review of earned value for each progress claim.
In supporting the project, CGI is sponsored by the client as Risk Manager for the combined client / contractor efforts
Linkwater, Toowoomba Pipeline

This is a fast tracked project to deliver water to the Toowoomba community. CGI’s role as Risk Manager was integral to the development and verification of the TOC, and demonstration of value for money.

The Collaborative Delivery Initiative (CDI) was established by Brisbane Water as a relationship with a Contractor aimed at delivering a large portion of the BW capital program. Prior to signing the agreement with the successful Contractor, CGI was engaged to develop the governance systems and process to link CDI to the existing Council system.
Cleaner Seas Project

The project started as an EPCM contract and failed to attract competitive bids. CGI provided advice in conversion of the project to an Alliance, then commercial and relationship advice on selection of the Alliance partners. CGI developed and managed the selection process. CGI also advised on contract development, procurement of insurance and target cost development.
Brisbane Aquifer Project

The project was under critical time pressure requiring flexible procurement strategies to meet milestone dates. CGI provided commercial and relationship advice on selection of the Alliance partners. CGI developed and managed the selection process. CGI also advised on contract development, procurement of insurance, target cost development and commercial relationship between Brisbane and Caboolture Councils
Woolloongabba Sewer Augmentation

At completion of the feasibility study for the project, CGI undertook an analysis of the project risks and provided advice on the delivery strategy for the project. CGI developed a framework for assessment of stakeholder, technical and time objectives.
Bundamba Waste Water Treatment Plant

The risks of a fast tracked complex project are very difficult to assess during project development as was the case for this project. CGI’s role as Risk Manager through the construction phase focused the project team’s efforts through development and implementation of real treatment strategies. The risk management plan developed, supported the delivery of key construction targets underpinning a smooth transition into commissioning.
Airport Link and Northen Busways

Providing technical and commercial advice for the preparation of the bid. Part of the construction and design development team advising on construction methodology, project staging and cost estimation.
Forgan Bridge Project

Client: Golding/GHD Consortium

In preparation for bidding this project, CGI drew together consortium partners advising on bidding and commercial strategy, proposal development and coaching for the ECI bid. The Golding/GHD consortium was the successful bidder.
In supporting the consortium develop their RAP, CGI filled the roles of Project Manager and Risk Manager up to financial close.
North Ward Upgrade ECI

Commercial Advisor to Main Roads for the procurement of the $30M North Ward Road project using the Early Contractor Involvement model. Advising on RFT development, selection process and criteria, contract negotiation and review of Stage 1 proposal.
Accelerated Road Rehabilitation Program - Dawson Highway Upgrade

Role: Commercial Advisor and Risk Manager
In preparation for bidding this project, CGI drew together consortium partners advising on bidding and commercial strategy, proposal development and coaching for the Alliance bid. As this was the first Alliance bid for all partners, CGI was entirely responsible for the proposal including selection of team members and drafting the proposal.
The consortium was the successful bidder for the upgrade of 90km of the Dawson and Leichhardt Highways and replacement of 11 timber bridges.

Accelerated Road Rehabilitation Program – Timber Bridge Program

The project was unique for the State as it looked to package a large number of remote projects and delivered through an Alliance. The project was also unique in that the major areas of delivery were to be undertaken by organizations normally considered as subcontractors to such projects and that contractors in remote areas of Queensland were not mature in delivering projects of this magnitude.
CGI developed a procurement model to establish the Alliance. CGI provided commercial and relationship advice on selection of the Alliance partners. CGI developed and managed the selection process. CGI also advised on contract development, procurement of insurance and target cost development.
In supporting the Alliance develop their TOC, CGI filled the role of Project Manager, Risk Manager and TOC Manager up to financial close.
Tugun Bypass Project

Prior to setting up CGI, Michael Eddie was the Project Manager reporting to the Board of Directors of Queensland Motorways Limited, who developed and now operate the Port Motorway under a franchise agreement from government. The project involved delivery of the major portion of the work via a design and construct Alliance. Responsible for all aspects of project delivery being involved the selection process, setup and development of the Alliance and negotiations of the Target Cost Estimate.
