This is an extremely complex project at a very early stage in design development. The risks and opportunities faced by the Alliance are exacerbated through dealing with in excess of 80,000 vpd travelling through the site. CGI’s role as Risk Manager is integral to the development and verification of the TOC, and demonstration of value for money.

Pacific Motorway Transit Project Section B: Springwood – Daisy Hill

Seeking competition in the ECI process, this project has been procured through a competitive or double ECI where two proponents have produced detailed ECI bids. CGI’s role as industry expert provided commercial advice to the Selection Panel in evaluation of the double ECI proposals. CGI developed an evaluation model based on a comparison of value for money in a whole of life framework, for each proposal.

CGI’s role as Risk Manager was integral to the development and verification of the TOC, and demonstration of value for money. In supporting the Alliance, CGI also filled roles providing first principles estimates and contract administration processes for procurement.

This project is a program of 3 packages, delivered as an ECI. CGI’s role is commercial advisor for the program for both RAP development and construction phases.

During Stage 1 RAP development, CGI’s role is as Independent Estimator reviewing estimate and construction program.

During Stage 2 construction, CGI provides advice on progress audit and review of earned value for each progress claim.

The consortium was the successful bidder for the upgrade of 90km of the Dawson and Leichhardt Highways and replacement of 11 timber bridges.

Accelerated Road Rehabilitation Program – Timber Bridge Program

The project was unique for the State as it looked to package a large number of remote projects and delivered through an Alliance. The project was also unique in that the major areas of delivery were to be undertaken by organizations normally considered as subcontractors to such projects and that contractors in remote areas of Queensland were not mature in delivering projects of this magnitude.

CGI developed a procurement model to establish the Alliance. CGI provided commercial and relationship advice on selection of the Alliance partners. CGI developed and managed the selection process. CGI also advised on contract development, procurement of insurance and target cost development.

In supporting the Alliance develop their TOC, CGI filled the role of Project Manager, Risk Manager and TOC Manager up to financial close.
